Makefile.online_inspiral_template: add home to singularity bind

This is required because on ICDS files in /ligo/home/ligo.org are not immediately availble in singularity. This causes issues with jobs not being able to find the certificate for authentication. By adding $HOME to the bind path, everything needed is available within the container.
