fix to MR 301
This is a bug fix to MR 301.
In the previous MR, options.svd_bin was changed to svd_bin. However, this would cause an error if a json SVD file is given.
This MR restores options.svd_bin.

Maintenance will be performed on git.ligo.org, containers.ligo.org, and docs.ligo.org on Tuesday 22 April 2025 starting at approximately 9am PDT.
