fix to MR 301

Shio Sakon requested to merge horizon_factor_ifo_bug_fix into master

This is a bug fix to MR 301. In the previous MR, options.svd_bin was changed to svd_bin. However, this would cause an error if a json SVD file is given. This MR restores options.svd_bin.
