fix some bugs in gstlal_inspiral_plot_background

Leo Tsukada requested to merge master-background-plot-fix into master

The current --event-bank-chisq option is not working as it was intended. I made change so that it will always creates both chisq and bank-chisq plots and --event-bankchisq now takes specific values to mark on the plot.
