Add ligo-scald package dependency to gstlal-inspiral

Due to packaging reasons, python3-ligo-scald only contains the python library but not the scald executable. As this is used for the online analysis, we also need to depend on the ligo-scald package in gstlal-inspiral which contains the executable as well.
