gstlal_inspiral: Add Andre's Numerical Signal Mordel (chisq distribution estimation) with 4 free parameters.
requested to merge o4-offline-dev-chisq-signalmodel-andre into o4-offline-dev-chisq-signalmodel-test
inspiral requires hdf5 file as argument. Reads from it 4 parameters related to the SVD bin + bank number and infers chisq distribution. More parameters = better estimation (6 should be enough, coming on next iteration). Parameters derived from chisq distribution from the first row of each bank, validation of hypothesis the first row is representative of the rest of the bank is still coming.
