modify pastro uploader for ew

Surabhi Sachdev requested to merge modify_pastro_uploader_for_ew into master

This also queries fhigh for the events and passes on to the pastro module. For EW, we use different VT ratios for the different fhighs to calculate Nastro for each and assign pastro.
