Updated the Makefile.online_inspiral_template:

Fixed bug in generating the Makefile. Now allow for both a single template-bank or multiple template banks
Now include dtdphi files as one of the options for file download from DCC
Added "required" under config.dcc to allow user to choose what files need to be downloaded from DCC. Options include 'template-bank', 'dtdphi', 'mass-model'.
