Draft: ZL counting fix

If we collect zero-lag counts before all the bins are burned in the statistics will be wonky. Instead, have the marg job communicate to the trigger counter job once all bins are burned in and only then will the trigger counter start to collect zero-lag counts.

This will make burn in times longer but things should be more correct.
