integrate SimCBC elements into GstLAL

Wanting Niu requested to merge simCBC_gstlal_simulation into master
  1. integrate to GstLAL Simulation: I add some functions that can generate waveform from Jolien's LALDict (and also directly from a given SimCBC XML file), using the new waveform interface.
  2. integrate to conversion with SimInspiral
  3. integrate to replace SimInspiral with SimCBC
  4. CI-integration related
