gstlal-inspiral/python/workflows/templates/Makefile.online_inspiral_template: get dcc files with wget instead of dcc commands

The dcc of the small bbh analysis and all sky analysis are both public. We want to use the wget command to download the template bank, mass model, pastro model, and reference psd files from dcc.
