gstlal_ll_dq: add reference psd and condition to fix initial bad range history estimate

See Issue: https://git.ligo.org/gstlal/projects/-/issues/536. This job was producing bad range history estimates upon start up that resulted in unphysically large values for a few seconds at start up. I think this was coming from the initial PSD estimate.
