Draft: Add new ranking workflow to the offline workflow.
Source branch was created from offline_new-workflow and rebased with master-rerank-dev. Further appropriate changes were made for offline ranking to work.
Maintenance will be performed on git.ligo.org, containers.ligo.org, and docs.ligo.org on Tuesday 30 April 2024 starting at approximately 9am PDT.
