gstlal_ll_inspiral_pastro_uploader: change default for model update cadence back to four hours
This was discussed in review, preliminary tests show that not updating the model over the course of one week significantly reduces the pastro values. Therefore, we will return the default to four hours so that users don't have to know to change it.
