Allow HorizonDistance to use different waveform approximants

These changes allow the HorizonDistance class to compute something more similar to the sensemon range by exposing the waveform approximant as an input option.

I made corresponding changes in gstlal_ll_dq to expose the frequency bounds and waveform approximant as command line options. This is in support of gwistat where there has been requests to make the range calculation more consistent with sensemon.
