Injection Streamer

Rachael Huxford requested to merge stream-injection-plus-hoft into master

Add a script to gstlal which can be run that adds injections from a frame cache to a live stream of hoft, and re-writes the output to disk.

Marked as draft b/c still needs a linting, and full testing.
