Add unabridged offline workflows

Divya Singh requested to merge offline_add-old-workflow into offline_new-workflow

This MR adds old workflows and all the makefile templates required to run the unabridged workflow. The directory structure will follow the new workflow. However, if one specifies all data directories to be the current working directory, the previous structure can be recreated. Some minor changes were made to dag layers in inspiral.py to follow the new directory structure for outputs.
