add noiseless injection and shift-time workflow to fake_frames_workflow

Wanting Niu requested to merge offline_workflow_fix_frame_workflow into offline_new-workflow

The gstlal_fake_frames_workflow is out of date with the workflow of generating (noiseless) injections and shifting times. The script is updated with the new workflow to generate the DAG.
