Replace sim_inspiral with simcbc for Injection Generation

Wanting Niu requested to merge offline_new-workflow_inj into offline_new-workflow

This MR serves for merging the new injection workflow (sampler, sampler DAG, converter, frame generator, etc) into the offline_new-workflow. Shio's sampler code is already merged: https://git.ligo.org/gstlal/projects/-/issues/1297.
