gstlal_inspiral_svd_bank: add time-reversed template functionality

The recent time-reversed work that @chiwai.chan added modified the gstlal_svd_bank program (now deprecated) but not gstlal_inspiral_svd_bank so this MR updates this program to be compatible with the new changes.

I stole this from Leo because I wanted to get it into master so I could use it. It all looks good to me, I asked Patrick some questions offline but he answered them to my satisfaction. Only thing that I think should be fixed is a nitpick, which is to apply this change: ef3cd8b5

Add that to the MR and I'll approve and merge.
