gitlab-ci.yml: allow conda docs stage to accept releaseinfo changes when running apt-get update

I assume this is related to the new Debian stable release and presumably needs to be fixed in the upstream conda container we use (igwn/base:conda), but this allows a resolution without waiting for upstream.
