idq-target-times

added a new executable to discover the target times within some stretch of data. This can be useful when trying to figure out which stretches of data will be good for training without having to launch full training jobs.

Also fixed idq-dqr so that it is executable and added an error statement in case the target time was not within any of the discovered data within idq.reports.DQReport.
