Gstlal classifier data fix

This fixes a naming convention used to discover GSTLAL triggers on disk. The directory names were somehow broken. I checked git blame and it says that I was the last one to touch the offending line, but I touched it in May 2018. I guess I'm saying I don't know how it got messed up but it was probably my fault. Apologies.

I also tweaked idq-target-times so it prints how much time was returned by the segdb query.

This patch will be needed for production runs to work.
