DQR refactoring

refactored a lot of the DQR response and reporting stuff. This will eventually bleed into replacing the standard batch report stuff, but I have not written the necessary html wrapper for that.

There was also a bunch of misc debugging that came along with this. I can provide more detaif if needed.
