idq-report (again)

Reed Essick requested to merge idq-report into master

a small addition to allow the streaming jobs to act as "running averages" instead of just non-overlapping chunks. This is controlled with an optional INI parameter (lookback) in the report section, which is set to 0 by default.

I fired up a quick idq-streaming_report job and it ran happily, and this is pretty simple so we're probably good to go with testing.
