Added reporting to extra directory in batch

I added the option to specify a second directory to write reports to in addition to writing inside the run folder. This is intended to be used to write reports into a public_html folder so that reports can be viewed from the ldas-jobs web interface. The location to write to must be specified in a config file as 'publicdir' in the report section.
