Calibration Accuracy Plot

Rachael Huxford requested to merge rachael.huxford/iDQ:dfap-dap-plot into main

Add support to generate a calibration accuracy plot in the reports.

Additionally, change interpolation scheme for reports from linear to nearest neighbor. This should fix strange behavior seen at FAP b/w 1 and the lowest ranked veto on all calibration plots in report.
