moving OVL

Reed Essick requested to merge move-ovl into master

Moved OVL to a separate module (instead of dqr.classifiers.base) to clean things up a bit. As we add more classifiers, it'll be useful to keep them segregated in this way so that the basic parent class declarations and associated APIs are presented as clearly as possible.

Low priority, but I thought I might as well knock it out.
