Tagged version of pylal with the hopeful two last bugfixes

Just cherry-picked two LAL commits, to make the LAL make work.
No changes related to the actual pylal postprocessing code.

create a new tag for the S5 LV followups. This tag should now be working
on both UWM and Atlas (it contains the numpy.histogram patch), and the
format of the checklist has been sligtly updated with information on gps
time, coincidence type and ifo time.
