Make sure that mpicc and friends are in the PATH

Leo P. Singer requested to merge leo-singer/lalsuite-manylinux:manylinux2010-mpicc into master

In the manylinux2010 image, which is based on CentOS 6, the mpich-devel package does not install mpicc into /usr/bin. You have to use the module load or module initadd command to add mpicc to the PATH.
