Switch to using LAL HDF5 functions & check version number of ROM data.
    Also check frequency points and parameter space nodes.
    If HDF5 is not enabled, fall back to reading gsl binary data.
    A datapack compatible with this version will be made available shortly.
        Parameter ranges:
        * 0.01 <= eta <= 0.25
        * -1 <= chi_i <= 0.99
        * Mtot >= 2 Msun @ 10Hz
