gps_time_now / GPSTimeNow always return 0 nanoseconds
gps_time_now and GPSTimeNow always return 0 nanoseconds (tested igwn-py27 to py39). Expected behaviour: like datetime.datetime.utcnow() and time.time(), they should return sub-second information.
