lalapps_make_nr_hdf_catalog needs migrated to python-ligo-lw

@ian-harry @patricia-schmidt, the lalapps_make_nr_hdf_catalog script (in lalapps/src/inspiral) is still dependent on glue.ligolw, which is being removed from lscsoft-glue-4.0.0, see Remove glue.ligolw (glue#33 - closed).

Can this script please be updated to use python-ligo-lw, or removed from the project if it is no longer required.
