deactivate lalapps_HoughMismatch from build system

David Keitel requested to merge david-keitel/lalsuite:deactivate-lalapps_HoughMismatch into master

Since this code has been unused for a long time (last edit to this file that wasn't just global maintenance was in 2005) and has recently started to cause build problems (#205 (closed)), in consultation with @pep.covas and @alicia.sintes we decided to deactivate it from the Makefile for now; however it may be resurrected in the future, so not deleting it.
