Update spec files to use epel-rpm-macros

Description

This MR updates the LALSuite RPM spec files to use python3_pkgversion from epel-rpm-macros, which resolves a package-naming confusion.

The new spec files should be good to go out-of-the-box for the last suite of released packages, so we should be able to deploy python3 RPM packages for everything up to (but not including) lalinference immediately.
