Draft: Reorganize lalburst

Description

Delete 4 obsolete programs, rewrite bit-rotten binj_pic, update bucut and binjfind for API changes elsewhere, create bin/ directory in lalburst project and move all programs from lib/ and most from lalapps/src/power into it.
