Refactor of generate_swig_iface.py

Description

This MR introduces a refactoring of generate_swig_iface.py, the script that parses the pre-processed SWIG XML interface, and handles generic renaming of objects. This started as an attempt to understand the script so that I could modify it, but that didn't pan out, so the script generates identical* output to what it did before.

*python's dict ordering notwithstanding

This script has also been moved out of /lal/swig into a new generic top-level directory /swig/ - symlinks have been updated. A README.md has been added to that directory in an attempt to document Karl's wizardry in designing the LALSuite SWIG bindings builds.
