WIP: Add missing package dependencies
Description
This PR fixes a number of packaging faults by adding in missing build dependencies, mainly pytest and related.
This also enables the python3 packages for lalinference on both debian and RHEL.
This also modifies the CI to build RPM/Deb packages in empty containers, so that missing dependencies are easier to spot.
