Bump swig version requirement for all packages

Description

This MR bumps the swig version requirement in all packaging files from 3.0.7 to 3.0.9 as required to properly support python3 builds. I don't think this will have any impact, since we are using swig>>3.0.9 in all real-world builds anyway, but, you know, it's me.
