Use LALPULSAR_DATADIR instead of LALPULSAR_PREFIX to access ephemeris files

Description

This MR patches some lalpulsar code to use the LALPULSAR_DATADIR environment variable, instead of LALPULSAR_PREFIX/share/lalpulsar. Hopefully this has no overall impact.
