LALInferenceMCMC: Don't crash if restoring immediately after burn-in

Description

After burn-in the differentialEvolution array is reset. If the code checkpoints at this stage then the empty dataset is not written to the file. Upon resuming the code crashses because it cannot read it. This change fixes that by catching XLAL error from HDF5.
