Add some sanity checks to wheel CI builds

Description

Add to the wheel build some sanity checks inside a virtual environment. Previously, the CI pipeline just checked if modules were importable. Now we add a method call that exercises the SWIG bindings and a distributed data file.

See #247 (closed).
