Description

This patch fixes a bug that fhigh is forced to be 0.95 * (maximum frequency of gracedb PSD) even if the gracedb PSD is not used in PE. With this fix, the gracedb PSD is only used for distance-max calculation and will not be used to calculate fhigh when ignore-gracedb-psd=True.
