Fix lalinference conda builds (again)

Description

This MR re-implements !1160 (merged) to fix broken lalinference conda builds.

The trick is that recipes using openmp and built with --error-overlinking need to include libgomp in the requirements/host list at least so that the runtime requirement on libgomp is included.
