lalapps/src/pulsar: remove Xray/ directory

Description

Removes programs under lalapps/src/pulsar/Xray directory. These programs don't have a test suite and so changes cannot be tested. There are also not related to CW searches.

API Changes and Justification

Backwards Compatible Changes

  • This change introduces no API changes
  • This change adds new API calls

Backwards Incompatible Changes

  • This change modifies an existing API
  • This change removes an existing API

Although strictly backward-incompatible, these programs are not dependencies of any other code in LALSuite, and are not used by the CW group at large.
