Add test of SEOBNRv4PHM in the aligned-spin limit
Description
This adds a test to lalsimulation that checks that SEOBNRv4PHM and SEOBNRv4HM have consistent (2,2) mode frequencies in the ringdown, in the aligned-spin limit.
