Switch design LIGO PSD to T1800044

Salvatore Vitale requested to merge salvatore-vitale/lalsuite:UpdatePSDs into master

Change LALInference SimAdLIGO PSD to point to T1800044 (black curve Fig 1 https://dcc.ligo.org/public/0149/T1800044/005/T1800044-v5.pdf)

Nothing changes in the interface, changes are entirely under the hood.

If this patch is approved, using --IFO-cache LALSimAdLIGO and LALSimAdVirgo results in the two lines below (I did not update Virgo's)
