Remove deprecated LALApps pulsar codes

Description

This MR removes the no longer used lalapps_pulsar_parameter_estimation code from LALapps. It also removes some unused Python pipeline creation codes, example configuration files and post-processing scripts: lalapps_heterodyne_pulsar_pipe and pulsar_parameter_estimation.py.
