Bring ellipse definition in line with DS9 and Aladin conventions

This patch brings the conventions for localization ellipses in line with DS9 and Aladin. I am requesting very careful review of this patch from @john-veitch, @will-farr, or @hsin-yu-chen, because of the potentially disastrous consequences of an error in the sign of the position angle.
