VectorMath: add SSE2 function to cast a REAL4 vector to an INT4 vector

Description

Adds a VectorMath vectorised function XLALVectorINT4FromREAL4() casting REAL4 to INT4 (by truncation, not rounding). Implemented in SSE2 and generic versions.
