Add nightly conda job to test top-level build with bleeding-edge requirements

Description

This MR introduces a nightly top-level build job using conda. The conda requirements are unpinned, allowing us to test this project against the latest releases of upstream requirements, e.g. hdf5.

Currently the conda build fails, so I've marked it as allow_failure: true.
